South Florida has been undergoing significant changes to its building recertification program that property owners, HOAs, and property managers should be aware of. As a direct response to the devastating 2021 Champlain Towers building collapse, Miami-Dade and Broward County implemented new, strict building codes and subsequent amendments to existing ordinances to keep their communities safe. Today, South Florida is in a new era of building regulations and requirements, leading to a rising demand for skilled structural engineers. These professionals are leading the charge toward a safer, more resilient architectural future and are busier than ever before.

Each year, properties become subject to the recertification process pursuant to Section 8-11(f) of the Code of Miami-Dade County at 30 years for inland buildings and 25 years for coastal buildings and every 10-year interval thereafter for the life of the structure. For those properties that require certification, the property owner(s) receive notices to commence the process because their structures have just become subject to recertification. The Code provides 90 days for the submittal of the required report.

If the property owner fails to obtain the recertification within the timeframe required, the property is referred to the Unsafe Structures Section, and an enforcement case is opened. The Unsafe Structure Section monitors the recertification process thereafter including posting the building unsafe; issuing a Notice of Violation; referring to the Unsafe Structures Board; reviewing Board Order timelines for compliance and repairs, orders to vacate, collection of enforcement costs and any other action deemed necessary. 

As a building owner in Miami-Dade and Broward Counties, it is essential to ensure that your property is safe and secure. One of the most critical aspects of building maintenance is the 30 Year Recertification, which is a mandatory inspection required by Miami-Dade and Broward Counties.

The 30 Year Inland Building Recertification is required and mandatory for interior buildings except single-family homes, duplexes, and buildings with 10 occupants or less and 2,000 square feet or less, which do not qualify for the recertification process.

When a building undergoes a 25 Year Recertification or a 30 Year Recertification, the same inspection will be performed every 10 years. So, the 10 Year Recertification will apply to those buildings that have passed any of the previous inspections once a decade.

The building will be inspected to determine the general structural and electrical conditions, applying the same analyses and methodologies as in the other inspections to ensure public safety and prevention of structural failure.
